L.A. Noire "The Consul's Car" Traffic Bonus Case Now Available for Download Worldwide on PlayStation Network

In a dusty backlot, a gleaming new model car sits abandoned. Without an owner, without license plates, without even a full complement of wheels, the car could be headed for the scrapyard and the case for a dead end. But detectives do have one lead – the vehicle is registered to the Argentinean Consulate of Los Angeles.
Originally only available with the North American PlayStation 3 version of L.A. Noire, you can now download "The Consul's Car" Traffic desk bonus case on both the North American and European PlayStation Store for $3.99/£3.19/€3.99. Please note, this case is not included as part of the Rockstar Pass DLC and must be purchased separately.
Xbox 360 players, we’re actively working to bring the “Consul’s Car” case to you all too - we are in discussion with Microsoft to see about arranging for availability on Xbox LIVE. The case was originally commissioned by Sony North America as an exclusive bonus for PS3 players, but as you know we always do our best to ultimately make all our content available to everyone whenever it is possible.

That's really disappointing considering the game alone offers little to no replayability, no online play, a very restricted free roam (very stunting to a supposed open-world experience) and only the beginning of what should have been plenty more DLC to come.
I understand that there is a lot of emphasis on the detail and single player experience which is wonderful. But, by today's standards and especially Rockstar's standards this game's story mode can be played 1-2 times, 3 tops as really the only meat of gameplay and then we have a paperweight.
I'm sure you can't comment directly, but my assumption would be DLC died out because this game barely got made in the first place and because of the bad blood with Team Bondi. Whatever the case, the ball got dropped by someone.
This is a wonderful game, but considering the lack of gameplay time we should have gotten a lot of substantial DLC for free or very cheap for some time to come. The hype for this game died very quickly. This game didn't seem to get enough love. I see more effort going into merchandising for it than DLC and that's the truth... why ever it went the way it did.
Thanks
P.s. thanks for doing such beautiful games:))
@ForzaBarca The DLC announced here is all that was planned for L.A. Noire:
