Check out some of the latest previews to hit of L.A. Noire, including OPM UK's cover story exclusive look at the Vice desk case, "The Black Caesar". Calling the game a 'crime classic,' the magazine lauded the blend of technology and gameplay:

Giant Bomb: "Certainly you know you are looking at a game character, but I can't recall a time when I've seen anything this believable and realistic. Lip movements are phenomenal and accurate, with none of the awkward fish-mouthed movements one tends to associate with games. More impressive are the eyes, which don't just dart around based on random algorithms or stare straight ahead at you, like a dead-eyed automaton. Interrogating a suspect, you see the subtle movements, the wrinkles in their brow, the throwaway looks downward that signal something might be amiss. I'm trying to avoid hyperbole because, again, this was just a 30-minute demo. But over the course of that demo, I saw such a wide array of expressions and facial features that frankly, I just couldn't help but be impressed."

Actually there is a reason and a valid one not to buy the game let alone pre-order it.
If you're a 360 gamer, this entire generation has shown that with less effort a console game can excel or at least be on par with the general PS3 title, however what R* have failed to do here along with Team Bondi (the actual devs of this title) is show the 360 build, which usually is because the 360 build likely suffers the most from these two.
Failing to have the 360 build on par is a sign of neglect more than anything and the inability to show the 360 build much like R* did with regards to the PS3 build of RDR and GTA IV only shows the trend.
Let's see how R* handles this one, we all know 360 gamers buy more in numbers, but usually when a 360 game fails technically it's dropped rather quickly.
I prefer R* games on the 360 because they play better, but what will make this a buy is an on par build or I'll look toward the other 20+ games this year on the 360.
When ever I look at the graphics for this game (the interviews at least, I doubt the level of detail in rendering facial animation in the "mundane" parts of the game will be able to withstand the same scrutiny) I find my subconsciousness trying to disbelieve what I'm seeing. Rather than just being awestruck by the level of detail I'm trying harder than ever before to see through the illusion, and recognize what I'm seeing for what it really is.
And this has started me thinking that perhaps, searching for "realism" in the graphic aspect of gaming is going in the wrong direction. Simply put I'd argue that suspension of disbelief is a large part of the experience, and when this suspension is made redundant, the gamer will attempt to find fault with everything they see, rather than buying into the illusion of simpler (or "unrealistic") graphics.
The above should not, in any way, be seen as undue critique of L.A. Noire, indeed the level of detail of the facial animations is pretty much the only thing which makes old-school interrogations possible, barring truly baroque animations of human pathos (which would completely ruin the atmosphere of the game). But it seems impossible to read a game review these days without critics droning on and on about the level of realism in the game. Personally, I only what as much realism in games as needed, meaning that realism should in no way impede the experience of playing the game.
All this said I'm very much looking forward to finding my pre-ordered copy in the mail sometime around May 20th

Also, if someone wants to ride a ferris wheel, give them the option. That's what R* is about and that's why their games are loved so much.
Of course there will be changable outfits. They're similar to Red Dead's outfits, as in they give you certain abilities when you wear them.
As far as "carnivals" go... I doubt it. I didn't see the characters of LA Confidential taking a break to ride a Ferris Wheel.
