In the spirit of the season, make your best horror flick using the in-game video editor tools of Grand Theft Auto IV PC. Zombies, vampires, ghostly apparitions, bloodthirsty killers on the loose – let’s have it!
Winner takes home a high-performance WD VelociRaptor Hard Drive, and a Rockstar prize pack of limited-edition gear. Two runners-up will each also take home a Rockstar prize pack of gear.
To enter, you'll need to upload your video anytime between today and 11/20/09 inclusive - and make sure to use the tag "halloween-horror-contest". Go to the Halloween Horror channel page at Rockstar Social Club TV to watch video entries as they start flowing in.
Rockstar will then pick the winning clip, looking at editing skills, user ratings, and overall creativity. Keep checking back at Social Club TV to see how other Social Club members think your clip fares against the rest of the competition and stay tuned for the winners announcement.

I think most PC gamers have moved on from GTA 4 now, I took part in the last social club contest (the music one) and we are still waiting to hear who won that contest and now here is another contest. Talk about running before you can walk.
Anyway Rockstar you seem to have ditched the PC version and I can tell you PC gamers have done likewise. Seriously take your contests and shove em where the sun doesn't shine.
